The building is an important listed Regency building designed by William Jernegan, a prominent local architect. The building was in an advanced stage of dilapidation and only the front elevation could be retained.

The facade was carefully restored in 1999 retaining as much of the original as possible. The project received a Civic Trust Award and Lord Mayor's Design Award .
